Continue to Support McMinnville Community, Parks & Recreation

On December 2, the Yamhill County completed its recount and confirmed the original result: a margin of just 13 votes. Unfortunately, that means we fell on the losing side of an incredibly close election.

That said, our community showed up. In 2019, a similar election brought out  7,000 voters. This time, nearly 10,000 people cast ballots. We are grateful to see so many McMinnville residents using their voice. While the outcome is disappointing, it is by no means a mandate. A 13-vote difference is as close as it gets, and it shows that there is broad support in our community for this project. The higher-than-expected turnout also tells us this wasn’t decided by a small group: a wide swath of McMinnville weighed in, and many affirmed that we are on the right track.

Looking ahead, we are regrouping - not retreating. The CPR PAC continues to meet and is engaging with the Mayor and City Council to understand what comes next. The underlying issues have not gone away: the pool is still at risk of closure, the community center remains inadequate for our city’s needs, and our parks are overdue for investment. Any future ballot measure must come through the City Council, and we are stressing the urgency of doing so. As a group, we hope to see something on the ballot in May or November of next year.

With some adjustments, we firmly believe there is a bond measure that can pass in McMinnville. What that looks like will need to be shaped in partnership with the Council. Although they referred this bond unanimously, not all councilors supported it; they wanted the community to weigh in. The community has now spoken, and the message is clear: we are very close. It’s time to return to the drawing board and find the version that works for our town. There is no other choice.

Finally, we know many of you are upset and disappointed. Those feelings are real, and they can be put to good use. Several outstanding local organizations support the very programs and facilities this bond would have strengthened, and they are always in need of volunteers and donations. Channel your energy into helping these organizations make the most of the facilities we have today.

Improved Senior Center

Our seniors deserve a space that’s welcoming and full of life. This bond measure invests in a revitalized senior center designed to meet the needs of our entire community.

Imagine updated spaces for fitness, meals, social activities, and resources—all thoughtfully designed to keep our seniors active, connected, and engaged. Whether it’s a book club, exercise class, or a place to catch up with friends, this center will be a hub for lifelong connections.

What the bond builds:

New Recreation Center
56,000 sq ft facility with expanded pool and deck space, and new property acquisition.
$72.5 million

Senior Center
Redesign the entry for safety, remodel space for better use
$4.5 million

Library
Expand the children's room, upgrade and add additional bathrooms
$4.5 million

Old Pool Site
Fill and rehabilitation of the upper City pool site.
$2 million

Parks
Replace and repair existing playground equipment and other facilities
$9 million

Outdoor Recreation at New Facility
Pickleball Courts, Turf Soccer Field, Non-motorized boat launch, Park Space
$6 million

TOTAL BOND:
$98.5 million

The bond will be issued in two phases: $50 million in 2026 and $48.5 million in 2028. This phased approach is more financially responsible, as it aligns with when the funds are needed. It also allows us to phase in the tax impact in a way that coincides with existing city debt rolling off the books, helping maintain a stable tax rate throughout the life of both bonds.

Both bonds will be for 20-year terms. The estimated tax rate would remain at $1.79 per $1,000 of assessed value through 2048. That’s an increase of $0.95 over the current rate of $0.84.
